We Prepared This By-Laws To Develop Dwan Traditional Area…..Dwan Traditional Council

The paramount chief of Dwan traditional council led by Okofrobour Awasa Afura III and his cabinet now have had a By-laws which shall guide them to rule the entire Dwan traditional Area and their land.

Nananom explained funeral By-law to the Assembly members and the sub-chiefs which known as Adiktofo which exercise of the powers conferred upon the Dwan Traditional Council, Kwame Danso by chieftaincy act of 2008 (Act 759) these Bye-laws are hereby made.

According to Nananom of Dwan traditional council, Funerals are to be celebrated from 1st November to 31st March. From 1st April to 31st October funeral celebrations are banned on Dwan land.

The Elders of Dwan traditional council has emphasized that,upon consideration, Dwan Traditional Council has dedicated every first week of August for families that decides to preserve their deceased family members in the mortuary for the performance of their funeral if they so wish.

The paramount chief and the president of Dwan traditional council and elders of Dwan land had made a by-law that, every family that wish to perform the funeral of a lost/deceased family member who is being preserved in the mortuary after 31st March should fix the burial and final funeral rite in the first week of August or else the funeral is banned until from 1st November.

The paramount chief will be the chief mourner for funerals of all the divisional chiefs of Dwan Traditional Council

No abusuapanin should schedule a funeral when a paramount chief, Queen mother, divisional chief, sub-chief or odikro’s funeral is schedule to be performed.

To ensure effective compliance with this, all chiefs and adikrofour’s funeral will be announced on the radio and information centers for the public to be aware of the scheduled date at least two months before.

During the gathering Dwan traditional authorities led by Okofrobour Awasa Afura III introduce to their sub-chiefs that,committees shall be referred to them ,Dwan state funeral committee and zonal funeral committees, and the state funeral committee shall work in collaboration with the zonal funeral committee by assisting or advising family heads in fixing funeral dates and making other decisions relating to the funeral.

Also the traditional council led by Okofrobour Awasa Afura III agreed that,the zonal funeral committee will be the first point of contact by family heads at the point of decision making whiles they report or seek for advice from the state committee.

Dwan state have been divided into four zones thus, zone 1 to 4. Please find the composition of the zones at the appendix.

The Bamuhene,Nana Yaw Okyere Santo II, said the family heads are to ensure that, all kinds of funerals start at 4am and close at 6pm except for when there is a body lying in state.

With that, it should start at 10pm and close at 6pm, the next day.Again,family heads are to note that, the use of sound systems is not allowed on the day following the burial of a deceased.

However, he explored that ,the family can decide to continue the funeral the day following the burial day with the use of local systems such as ‘’Ogyege’’, ‘’Sokodai’’etc. to promote culture.

On the Dwan by-laws presentation,Nana Okyere Santo II, Bamuhene made it clear that, funeral thanksgiving should be rendered on the available media platforms including information centers but mass movement in the name of thanksgiving is banned.

According to Nana Yaw Okyere Santo II,the Bamuhene,who act on the side of the Chiefs of Dwan traditional land explain that, penalties for those who Contravene with the funeral by-laws, which is, every family head that contravenes with the above funeral bye-law shall face a penalty of;i Three (3) live Rams ii One (1) box of schnappsiii Cash of GHȻ500.00.

Nananom, Dwan traditional council has made straightly by-laws for cattle owners and fulani headmen in exercise of the powers conferred upon the Dwan Traditional Council by chieftaincy act of 2008 (Act 759) these Bye-Laws are hereby made.

On the stakeholders meeting at the Sene West District Assembly Hall,Nana Adehye Panni who spoke on behalf of the Dwanman Hene,Okofrobour Awasa Afura III emphasized that, Cattle owners (Individual, group of individuals, organizations) within Dwan traditional area who own or intend to own cattle are required to submit a formal written application to the traditional authority, providing details such as the purpose of rearing, location of the proposed site, and their estimated number.

Nana Adehye Panni,Nana Nyimbe of Dwan traditional council started that,the traditional authority shall review each application to assess its environmental impact and cultural considerations before granting approval or issuing a Also shall make provision of identification tags for cattle owners and Fulani headsmen within the jurisdiction of Dwan land.

Adehye Panni added that,all cattle owners and Fulani headsmen will be provided with an identification tag to help in easy identification of nomadic Fulani men.

Nana Nyimbe further explain that,identification tags will be subjected to periodic renewal and updates.

Dwan traditional area will facilitate the formation of associations by cattle owners and Fulani headsmen to ensure effective compliance with the bye-laws.Non-tolerance of nomadism: within the jurisdiction of Dwan traditional area, and therefore will be no tolerance of nomadism, said Nana Nyimbe Aboagunson, Adehye Panni.

Finally,Togbe Norvisi I,the chief of Ewe in the Dwan traditional Area also on behalf of all the sub-chiefs or the Adiktofo,he also welcome the Dwan traditional council By-laws which he explained how it will help and guide both farmers and the Fulani Herdsmen.

He acknowledged the funeral by-laws as well.
