Refusing to participate without a valid excuse can constitute an offense, as outlined in various local government laws and the Chieftaincy Act of 2008 (Act 759).

Chieftaincy Act, 2008 (Act 759): This Act acknowledges the role of chiefs in organizing communal labor. Section 63(e) of the Act originally made it an offense for a person to deliberately refuse to undertake communal labor announced by a chief without a reasonable cause.
