Tema Tor, Goil Deepen Strategic Partnership To Boost Petroleum Products Supply And Ghana’s Energy Security.

The Management of the Tema Oil Refinery (TOR) and the Ghana Oil Company Limited (GOIL) have intensified discussions on strategic collaboration aimed at strengthening the supply and distribution of petroleum products on the Ghanaian market.

The two institutions held a strategic meeting in Tema on Wednesday, September 2, 2026, to explore further opportunities for collaboration in the supply and offtake of petroleum products produced by TOR.

The engagement forms part of ongoing efforts by the two institutions to deepen their existing business relationship and identify new areas of cooperation that could contribute to the stability, efficiency and resilience of Ghana’s downstream petroleum sector.

The meeting also comes at a time when TOR is working to ramp up its refinery operations and increase the availability of locally refined petroleum products to meet the needs of the Ghanaian market.

Briefing the Managing Director of GOIL and his team, the Managing Director of TOR, Mr. Edmond Kombat, highlighted the significant progress recorded in efforts to ramp up operations at the refinery.

Mr. Kombat placed particular emphasis on the swift and smooth execution of ongoing restart and supply processes, describing the development as evidence of renewed operational discipline and commitment to restoring the refinery’s capacity to play a stronger role in Ghana’s petroleum supply chain.

The progress, according to the refinery, forms part of a broader effort to improve operational efficiency and position TOR to contribute more significantly to the supply of petroleum products to the domestic market.

The renewed focus on refinery operations is also expected to strengthen collaboration between TOR and key downstream industry players, including GOIL, as the refinery works to expand its supply and offtake arrangements.

GOIL remains one of TOR’s key offtake partners, making the continued cooperation between the two state-owned institutions important to the refinery’s plans to increase the supply of petroleum products to consumers across Ghana.
